Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


In FY2016, the Division of Natural Resources collected $20,639,326 in lodge, campsite and other recreational fees in State Parks and Forests. Of this total, $9,778,292.96 was collected from West Virginia residents based on lodge, cabin, camping, and overall park visitation percentages. According to the WV Center on Budget and Policy, 16% of West Virginians are senior citizens. It would be logical to assume that 16% of this revenue, or $1,564,527, is received from senior citizens who already receive a 10% discount. It is then logical to assume that $8,213,766 of revenue would need to be discounted to provide all West Virginia Residents a 10% discount. The loss of revenue would then be $821,377.

Explanation of above estimates (including long-range effect):
