This measure will have no impact on the costs and revenues of state government. The Division of Mining & Reclamation issues permits regardless of the destination of the coal; requiring a "state only" permit for coal mined, sold, and used entirely within the State's borders would have no impact, fiscal or otherwise, on the revenue coming in or the cost of the program.
