Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The proposed legislation provides for the elimination of the Courtesy Patrol Programs that one is currently administered by the West Virginia Division of Highways (DOH. Courtesy Patrol Program FY16 costs were responsibility of the DOH. With all costs included the total savings is estimated at $4,005,440 million for the Courtesy Program through DOH.
West Virginia Parkways Authority employees perform the Courtesy Patrol as well as Watchman duties, and are considered Apprentice Highway Technicians, for the West Virginia Turnpike. These employees perform many duties of a highway technician including snow removal and ice control and all are required to have a CDL license. The Authority does not use a third party provider for these services. All costs are paid for by the Authority with toll revenues. The Authority receives no State or Federal funds for the operation of the West Virginia Turnpike.
In addition to performing courtesy patrol-watchman services such as providing stranded motorists with assistance (gasoline, water, flat tire, etc.), these employees also drive salt trucks when needed during the winter season, clean their buildings and equipment every day, pick up the trash at the travel plazas, pick up debris on the road, provide facility security, serve as first responders to accidents, and assist the State Police with traffic control and slow flagging when needed. All emergencies take priority over other duties.

Memorandum
The West Virginia Department of Transportation, Division of Highways (DOH) currently administers the Courtesy Patrol Program while the operations are by contracted with the non-profit Citizens Conservation Corps of West Virginia (CCCWV). The current contract expires in May 2017. As stated the contract costs for DOH FY16 were $3,185,174.52. The DOH renewed the contract in May 2016 and replaced 17 vehicles with an estimated cost of $329,426. Other DOH costs include fuel charges, WV Department of Administration fleet billing charges for fuel cards, General expenses for DOH personnel to manage and complete maintenance and install equipment on vehicles with an estimated cost of $490,800. Therefore the total combined estimated annual basis is $4,005.550 for DOH.
This excludes the portion of the Courtesy Patrol Program administered by the Parkways Authority.
