This bill would have an impact across all state agencies and departments. There is not an easy way to determine this impact. since it would impact many agencies and an unknown number of personnel at various rates of pay, we would have no way to determine the overall impact on state costs. un

Explanation of above estimates (including long-range effect):


The costs could be significant to Departments and Agencies, but there are many variables such as how many state workers volunteer for this type of service. what is finally determined to fit into this category, such as volunteer fire service, volunteers for Red Cross, Salvation Army or other Volunteer agencies active in Disaster (VOAD). Would volunteer EMS and Hospital workers be included, etc. It would also depend on the number of disasters in a year, in 2015 there were 5 impacting all counties in WV and some more than once. The impact to state expenses would depend on how many workers, their pay rate, the number of disasters and the duration of them.



Memorandum


Definition of Emergency Workers would need to be clearly defined. How long they could volunteer an what the parameters of volunteering would mean.
