Effect this measure will have on costs and revenues of state government.
The Division of Highways (DOH) is in the best position to fully understand and articulate the fiscal impact this bill will have on its own agency. Contrary to the fiscal notes submitted by Sara P. Walker, Director for the West Virginia Division of Personnel (DOP), the DOH will not incur any additional costs associated with implementing this bill. The DOH does not anticipate having to hire any additional staff in order to achieve this bill's goals. The bill's goals can be achieved with the current staffing levels within the DOH's Human Resources Division.

Memorandum
As a result of this bill's passage, the DOH will not incur any additional costs nor will this bill require the DOH to hire additional staff in order to work within the parameters in order to meet the goals of this bill. This bill will help reduce significant hurdles placed upon agencies by the DOP, some of which may fall outside the purview of the DOP's mission. The DOH anticipates that this bill will actually free up significant time and resources used by the DOH's Human Resources Division in processing employment transactions. This freed up time and resources will in turn be utilized to process even more employment transactions to better serve the agencies, divisions and districts it serves. This bill is a win-win scenario in as much as the DOH has the opportunity to greatly strengthen and grow its workforce while operating within all applicable state and federal laws.
