Explanation of above estimates (including long-range effect):
8 additional employees for DOH at pay grade 12 with average salary of $30,000/each - $240,000
28% for benefits, 5% for supplies and equipment - $79,200.00. These positions would be to assist the districts (6) and central HR office (2) in taking on the additional responsibility of processing applications and making appointments within the prescribed time frames.
Memorandum
The potential impact of this bill is unknown. Even an expedited process with the Division of Personnel, there are still systems in place within DOH and OASIS that will have to be considered. I would recommend that the Department of Highways and the Division of Personnel develop a pilot project with the approval of the State Personnel Board for a period of one year to develop and test the process being recommended in the bill.
