Effect this measure will have on costs and revenues of state government.


The proposed legislation provides for the creation of a multi-state Interstate 73 Compact to promote a plan for the design, construction, financing and operation of the Interstate 73 corridor. As per the legislation, the DOH would provide support services for any work being proposed by the Interstate 73 Compact, but at this time it is anticipated the cost to be minor.

Memorandum


The proposed legislation provides for the Funding and Compensation for the commission for its operation and expenses to be appropriated by the state and the Legislatures of the other signatory states. The legislation states the commission shall receive such compensation and shall be reimbursed for reasonable and necessary expenses incurred in the performance of its duties. All such compensation and expenses shall be paid from existing appropriations, federal funds, or other revenues collected for the use of any project approved by the commission. The proposed legislation also states that the commission shall be authorized to or may authorize a private entity to fix and revise a schedule of toll rates and to collect such tolls to provide for the design, acquisition, construction, reconstruction, operation, and maintenance of any Interstate 73 transportation project undertaken by the signatory states. Therefore, it is assumed the WVDOH would only provide support services and those costs would be minor.
