Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The enrolled committee substitute for this bill encourages the state, counties and municipalities to prominently display the national motto “In God We Trust” and display the POW-MIA flag on all public buildings. It also requires the State Building Commission to develop guidelines for the display of the motto and POW-MIA. The State Building Commission was transferred to the Department of Administration in 1989.
The enrolled committee substitute states that the costs associated with the display of the motto and flag may be paid for with any private donations, gifts, grants and bequests received by the governing authority. There should be no fiscal impact to the state as a result of the passage of this legislation as the display is only encouraged and not required and the costs are to be paid for by funds received from outside sources.

Explanation of above estimates (including long-range effect):
Should funds be received from such outside sources, the cost for a 3’ x 2’ brass plaque stating “In God We Trust” with installation would be approximately $3,000 each. The cost of a 4’ x 6’ POW-MIA flag is $48.65. There are approximately 840 structures owned by the State that are considered major structures visited by the public which could display the national motto and POW-MIA flag. The Department of Administration does not know how many public buildings are owned by any county or municipality.
