HB2934 S ED AM #3 substantially revises the Committee Substitute for HB2934; such modifications will result in a substantial reduction in the associated fiscal impact on the state’s budget. Rather the repealing the WV Next Generation Standards, the bill requires the State Superintendent of Schools to undertake a comprehensive review of standards to be completed no later than January 1, 2017. Standards review committees are required to be established for the purpose of assisting and advising the Superintendent in the review and revision process. The amendment requires no less than four town hall meetings be conducted as part of review process, as well as the implementation of an online platform to allow the entire public to participate in the review and revision process. At the conclusion of the review process, the Superintendent is required to recommend amendments, additions or deletions to standards to ensure they are college and career ready. As part of the review process, the Superintendent is also to review the statewide assessment schedule, as well as the Student Data Accessibility, Transparency and Accountability Act. The amendment prohibits the use of Smarter Balanced assessment or PARCC assessment after the 2016-17 school year.

Explanation of above estimates (including long-range effect):


2015-2016 The estimated cost with the establishment of the review committee and the performance of the committee's functions is $300,000. The amendment requires certain outreach measures be taken to ensure that communities are involved in the standards review process (town hall meetings) and that parents are provided with information and resources to engage and assist parents with helping improve the learning of their children. The estimated costs associated with these items is $150,000. The amendment also requires sufficient professional development and training be provided to teachers. The estimated cost associated with this requirement is $800,000. 2016-2017 The costs estimated for the 2015-2016 fiscal year will be duplicated for the 2016-2017 fiscal year. 2017-2018 The amendment prohibits the use of the Smarter Balanced Assessment after school year 2016-2017. A new assessment must be used for the 2017-2018 school year. At that time a validation study will be required for the new assessment suite, which is estimated to be approximately $1,200,000.
