Effect this measure will have on costs and revenues of state government.
This proposed legislation puts an obligation on the State of West Virginia to partially fund the RJA per diems for jail sentenced and pretrial offenders. It does not speak to those who have been found guilty of a felony and sentenced to the WV Division of Corrections and are being housed in the RJA. The RJA is a more appropriate entity to calculate the fiscal impact on the State for the shifted obligation being proposed.
