Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to provide a $2,000 mentoring increment to teachers with certification by the National Board for Professional Teaching Standards who teach in schools that are in the lowest 5% in achievement or 10% with the largest achievement gaps statewide and also mentor other teachers as part of their assignment. They may not receive additional mentoring pay.

Explanation of above estimates (including long-range effect):
The estimated cost to the State under the Public School Support Program (PSSP) is $345,694.
The cost estimate is based on 127 teachers with certification from the National Board of Professional Teaching Standards currently employed at schools identified as priority or focus schools. The estimated increase in Step 1 - Allowance for Professional Educators is $254,000, the estimated increase in Step 3 - Fixed Charges is $21,844, the estimated increase in Step 6 - Allowance for Current Expense and Substitute Charges is $31,750, and the estimated increase in Retirement is $38,100.
The actual cost to the State could vary annually as the different schools become priority or focus schools and more nationally certified teachers become eligible for the $2,000 bonus.
