The State Excess Lottery Revenue Fund in the state treasury is operated by the WV Lottery Commission. The State Treasurer's Office does not control this fund and therefore cannot issue a fiscal note on the proposed bill. It would appear that the fiscal note should come from the WV Lottery Commission.
