Explanation of above estimates (including long-range effect):
The bill would allow landfills in border counties to only pay $2.00 of the assessment fee in lieu of the $8.25 they currently pay if they accept waste by rail.
Memorandum
This bill could prove to be an incentive for the affected landfill to import out of state waste.
