Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to provide requirements for training sessions and various meetings of multicounty regional educational service agencies and county boards of education training requirements. It changes the compensation for attendance of various meetings and training sessions. And, provides annual reporting requirements to the Legislative Commission on Education Accountability.

Explanation of above estimates (including long-range effect):
The estimated total cost for the 2014-15 year to the county boards of education, multi-county vocational centers (MCVCs) and regional educational service agencies (RESAs) to implement the proposed legislation is $813,519. No funding is provided for this purpose through the Public School Support Program, so the entire cost would be the responsibility of the county boards, RESAs or MCVCs.
The estimated cost consists of the following components:
- The estimated cost for the increased board member compensation rate per meeting, including employee benefit costs is as follows: County Boards of Education - $405,616; RESAs - $23,084; and MCVCs - $7,753.
- The estimated cost for paying county board members to attend training (for an assumed 6 days of training) is an additional $360,771.
- The estimated cost for an additional 15 meetings per year for counties with enrollment of greater than 20,000 students is $16,295. Currently only one county board of education (Kanawha) has enrollment in excess of 20,000 students.
The cost estimates assume that all board of education members will receive the higher rates of compensation allowed by this legislation.
