Effect this measure will have on costs and revenues of state government.
This bill proposes that the Department of Agriculture (WVDA) will work in conjunction with the Department of Veterans Assistance and the State's Adjutant General to identify and assist veterans who want to pursue agricultural endeavors. Special Revenue funding is anticipated from WVDA leasing property to Veterans programs or veterans, public or private donations, or General Revenue appropriations from the Legislature. The Department of Agriculture proposes to set aside a one-time amount of $100,000 from the Special Revenue farm funds as seed funding in support of this program.

Explanation of above estimates (including long-range effect):
The start up funding of $100,000 pledged by the Department of Agriculture could be used to fund liaison activities to develop, support and promote the program in it's early stages. It is anticipated that the early stages would primarily be focused on identifying interested parties, available resources and potential opportunities for agriculture development.
