Effect this measure will have on costs and revenues of state government.
Costs to the state include the increase in salary and benefits to upgrade the Commissioner to Cabinet Secretary status. There will be no difference between startup and ongoing costs so long as the effective date is amended from January 1, 2015 to July 1, 2015 (the first day of the fiscal year).
