Effect this measure will have on costs and revenues of state government.


House Bill 4513 if enacted would create the College Degree Attainment Act. The bill targets adults to complete their degrees and sets forth financing, budgeting, and funding requirements. The proposed legislation also provides for accelerated and corequisite developmental education delivery and provides for structured schedules. In addition, the bill establishes a Guided Pathways to Success program and provides for the transfer of course credits. A centralized contact point for individuals to receive information about and receive assistance with reenrolling in college is required by the proposed bill. The bill requires institutions to provide students with test guides and practice tests for assessment exams. The annual total cost associated with this proposed legislation is approximately $269,000.

Explanation of above estimates (including long-range effect):


The estimated annual cost for the statewide course classification system to develop the structured schedules would be approximately $160,000. This system would integrate with the institutions’ student information systems. It would be necessary to expend about $20,000 to hire an individual to facilitate the implementation of the system. A position would be created to comply with the bill’s requirement to provide a centralized contact point to receive information about and receive assistance with reenrolling in college. This position would cost about $74,000, including benefits. It is estimated that the test guides and practice tests would cost approximately $15,000.
