Effect this measure will have on costs and revenues of state government.


This bill would provide a one day license in beer and wine (See Com Sub) for charitable organizations for $25. Currently, there are approximately 140 - 160 special licenses issued for special events based on a 10 day license for $250. Purely estimating based on media accounts and information from the field, the WVABCA believes there are unlicensed events occurring and this license would allow these charitable organizations to obtain a license for a nominal fee. This bill will help charitable organization conduct beer & wine events by obtaining the proper licensure for a one day event rather than risk a criminal citation for an unlicensed event. Approximately 100 (pure estimation) additional charitable licenses could be issued at a fee of $25, thus a revenue impact of $2500. However, the revenue generated would be offset by the costs to investigate and license the events.
