The purpose of this bill is to permit a salary increase for early childhood classroom assistant teachers who have more than twenty pupils per session. The bill permits early childhood classroom assistant teachers to have the same type of salary increase as kindergarten teachers.

Explanation of above estimates (including long-range effect):


The proposed legislation will not result in increased costs to the State, as WVC 18-5-18a indicates that all additional compensation for exceeding the maximum ratios is paid exclusively from county funds. Further, this bill does not increase the limits under the Public School Support Program. The estimated 2014-15 cost to the county boards of education is $1,285,124. The cost estimate includes increased salary, fringe benefits, and retirement costs. Based on 2013-14 class sizes, it is estimated that 430 early childhood assistant teachers would receive additional compensation during the 2014-15 year, assuming an average of 2 additional students per classroom. Because the early childhood assistant teacher classification is new for the 2014-15 year, the average salary assumed pay grade E at 12 years of experience, the average years of experience for aides based on the 2013-14 certified list of personnel data. It was assumed that only early childhood assistant teachers in kindergarten classrooms would receive the additional pay, as prekindergarten classrooms are not permitted to exceed the 20 students per classroom.
