Effect this measure will have on costs and revenues of state government.


There is no way to know the impact on all employers covered by this bill. As it specifically relates to state government and the classified service in particular, raising the minimum wage without raising the wages of all employees by the same amount, would exacerbate an already critical salary compression problem. This bill would raise the minimum 8% year one and 5% in year two. State employees have seen only a 5.5% total increase in pay since 2005. If you raise minimum wage, current employees (some with 9 years of service ) who are at the midpoint of their current pay grade, would find themselves at the bottom of new pay grade. When you move the pay grades, you need to move the employees within them proportionally.
