Effect this measure will have on costs and revenues of state government.
The WVDOC is unable to predict how many new offenders would be sentenced under this proposed legislation. However for each additional year an offender is in WVDOC custody as a result of this legislation the State of West Virginia could expect to pay $26,448 (average annual cost per inmate in FY 2013). Because of the mandatory language in the proposed bill the minimum additional cost per offender would be $132,240 (5 years x $26, 448).
