Effect this measure will have on costs and revenues of state government.
If this increase is passed and implemented by May 1, 2013 it would impact the FY13 budget for the State of WV approximately $941,780 This will affect approximately four payroll time periods
For FY14 and a full implementation of this, the increase would cost the State of WV approximately $5,650,681 in personal Services and benefits. There should not be any need to increase operating expenses or any other line items to complete this at this time.
These costs are based on giving 2010.06 General Revenue FTE's a $2,008 pay increase and we estimated the benefits at 40% of the total increase. This funding would need to be added into our budget from here on.

Explanation of above estimates (including long-range effect):
For Fy 13 if this is approved and put in place by May 1 this will cost the State of WV approximately $941,780 to implement for the remainder of the fiscal year. Personal Services will increase approximately $672,700 and it will increase benefits approximately $269,080.
For FY14 and a full implementation of this would cost the State of WV, $5,650,681 of which $4,036,200 is personnel services and approximately $1,657,604 in benefits. There should not be any need to increase any other line items to complete this at this time.
