Effect this measure will have on costs and revenues of state government.


The only cost associated with this bill is the creation of electronic data base of FOIA requests. The estimated cost is $19,342 in the first year then $12,572 per year for each additional year the date base is in service. There will be no additional revenue generated by this bill.

Explanation of above estimates (including long-range effect):


The estimated computer cost is based on 90 hours of programming to create the data base and 10 hour each year to maintain the data base. A rate of $85 per hour for a programmer was use because this is the current programming rate in the Office of Technology Rate Catalog. We are also assuming the data base can be created using the current Microsoft software the state already has purchased and there will be little to no additional storage or backup cost to the Office of the Secretary of State. The estimated administrative cost is based on 480 hours per year for employees at the Secretary of State Office to review the FOIA entries in the data base and to answer phone calls from users of the system. An hourly rate of $22.60 was used based on the current rate of pay of employees in the Secretary of State Office who will be performing the duties.
