Effect this measure will have on costs and revenues of state government.


It is difficult to predict the fiscal impact this legislation would have on the West Virginia Division of Corrections. However, for each day of extra good time awarded, the State of West Virginia could expect to save $66.98 (average cost per day per offender in FY2012). For example, if one inmate completed their High School Diploma and a Drug treatment program they would receive 180 days extra good time and save the State $12,056. This could also have a beneficial impact on prison overcrowding by accelerating the movement of offenders through the system and encouraging participation in recidivism reducing programs and education.
