3. Explanation of above estimates (including long-range effect):
    There is no estimated cost to the State or the County Boards of Education related to the proposed legislation. This proposed legislation would provide teachers serving as a member of a county commission the same release time as a teacher who serves as a member of the Legislature. Members of the Legislature are provided unpaid time off from their duties at the County Boards of Education, so there would be no cost to the county for granting such unpaid leave to teachers who are members of the county commission.
