    The West Virginia Division of Corrections has no method to predict how many offenders would be affected by this legislation. However, this bill carries penalties for criminal offenses that are up to 38 years longer than current sentences; therefore for each offender sentenced in this manner the State of West Virginia could expect to pay up to $928,986 ($24,447 average annual cost per inmate in FY2012 x 38 years).
