Effect this measure will have on costs and revenues of state government.
This bill would permit state employees to be appointed to and serve in certain state offices for which salaries are set by statute, without taking a reduction in pay. The fiscl impact would be the difference between their current salary and the salary in statute. However, the Department of Administration has no way of knowing who all this would impact. Therefore, the fiscal impact with the passage of this bill is unknown.

Explanation of above estimates (including long-range effect):
Please be advised that the Director of the Division of Personnel advised that this bill conflicts with ยง6-7-2a of the W.Va. Code.
Also, there is an option for an employee to take the position as "Acting" and keep their salary. If the employee was in the classified service prior to taking the position that is set in statute,they would have to resign from the classified service to take the position and thus would not continue to accrue annual and sick leave.
