This bill would have no effect on state government revenues and expenses.
Memorandum
Autohold is an archaic slot game feature that is no longer used most if not all other United States jurisdictions. This bill would allow West Virginia casinos to purchase a greater variety of games that are currently used in neighboring competitive markets. By requiring autohold, game manufacturers must customize games for West Virginia's small market, and the feature limits access to the most popular games for struggling casinos in West Virginia.
The other component of the bill would permit employees of the Greenbrier to utilize the casino at the hotel within certain restrictions. This change would more closely mirror the current status of the other four casinos.
