Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require the West Virginia Department of Health and Human Resources, Child Protective Services, and the West Virginia Division of Juvenile Services to develop, coordinate, and implement the Child and Adolescent Needs and Strengths (CANS), evaluation developed by the Buddin Praed Foundation as the accepted system for outcomes evaluation in the State of West Virginia.
The fiscal impact of this bill on the Bureau for Children and Families (BCF) cannot be determined at this time.

If this legislation is implemented, there could be a fiscal impact, although, it cannot be quatified at this time.
The CANS assessment instrument is currently being used on a limited basis, however, evaluation of the use of this assessment is not currently being performed. Initially, WVU will be doing the evaluation piece. There could be future fiscal impact of entering into a contract with the "systems outcome" evaluator (WVU) or an independent evaluator if WVU cannot continue to support the evaluation piece of the legislation. The actual use of the tool for assessing all children will not cause an increase in costs to the State.
