Fiscal Note Summary

Effect this measure will have on costs and revenues of state government.

There will be no significant fiscal impact to the Division of Natural Resources (DNR) if this legislation is enacted into law. Since January 1, 1978, DNR’s Parks and Recreation Section has been charged with the recreational management of all state forests in West Virginia including Coopers Rock State Forest and so is already involved in and present on the area. DNR’s Wildlife Resources Section is responsible for all wildlife management activities on Coopers Rock State Forest.

In addition, this bill would transfer $13,503,812 (current value) of timber resources from the Division of Forestry (DOF) to DNR. The effect of this legislation would be to transfer the timber assets and revenue from one State agency to another. Revenue derived from any timber sale would be administered pursuant to §20-1-7 (13). DNR will defer to the fiscal note prepared by DOF relative to any overall loss of revenue and other fiscal impacts.
