MEMORANDUM
Before a fiscal note can be prepared, there are certain areas in this proposed legislation that need clarified.
(1) Does paragraph (i) intend to be inclusive of all forensic laboratory employees, including administrative support staff, or is the intent to provide a salary increase for those classified as a “forensic analyst”?
(2) Is the intent of paragraph (i) for those affected by this increase for the increase to be cumulative? For example, would an employee with ten years of service qualify for a salary increase of $9,000 on July 1, 2013, which is the sum of the increases after one year, six years and ten years.
What salary increase, if any, is proposed for after the initial year of implementation?
(3) Are the employees referenced in paragraph (i) subject to the same longevity increase referenced in paragraph (h)? Or, is this a separate salary incentive?
Calculations of these increases require significant research and are not readily available.
