Effect this measure will have on costs and revenues of state government.

    HB 2491 if enacted, would require the Higher Education
    Policy Commission and the Community and Technical College Council to
    establish a uniform policy for students enrolled in institutions of
    higher education who are called up or ordered to state or federal
    active service, inactive-duty training or annual training in any
    active duty or reserve component of the Armed Forces of the United
    States or of the National Guard of West Virginia or any other state.
    No significant additional expenditures are anticipated as a result
    of the enactment of this bill.
