The purpose of this bill is to provide that neither the state nor any county may reimburse any person or entity for transporting any person to schedule, arrange or procure an abortion.

Memorandum
Although non-emergency transportation (NEMT) is a covered service of the Medicaid program, and abortions are paid for with state funds, it is not possible to determine, with the data available, what NEMT services that have been paid were to transport an individual related to an abortion service. Based on the way providers bill for these services, there is not a reliable method to estimate the amount of fiscal impact that would result from the proposed legislation.
