Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to increase the amount of compensation members of county boards of education may receive for attending certain meetings. The bill increases the amount of compensation from $160 to $200 a board member may receive for each board meeting attended. The bill also increases from $100 to $200 the amount a board member may receive for attending council meetings of a regional education service agency, and administrative councils meetings of a multi-county vocational center, and up to $200 for attending a county extension service committee or any other public council, committee or governing board, under specified conditions. The bill limits the number of meetings for compensation of each council, committee or governing board to twelve per fiscal year. The bill also permits county board members to be compensated up to $200 per day for approved training classes, up to a maximum of six days per fiscal year.

Explanation of above estimates (including long-range effect):


The estimated total cost for the 2013-14 year to the county boards of education, multi-county vocational centers (MCVCs) and regional educational service agencies (RESAs) to implement the proposed legislation is $800,773. The estimated cost consists of the following components: For county board meetings - $402,042, including employee benefit costs; for RESAs - $20,950 and for MCVCs - $8,200. In addition, the estimated increase in cost for paying board members to attend state board approved training for up to six days a year is an additional $359,580. The estimated additional cost for attending a county extension service committee or any other public council, committee or governing board is estimated to be $10,000. No funding is provided for this purpose through the Public School Support Program, so the entire cost would be the responsibility of the county boards, RESAs or MCVCs.
