Effect this measure will have on costs and revenues of state government.


The bill would require a special eledction anytime "None of the Above" receives the highest numbers of votes for a statewide office. Since there are no scheduled statewide election until 2016 there would be no affect on cost until 2016. If a special election is required in 2016 the cost is estimated at $3,410,821.

Estimates ase based on the actual expenditures for the Governor's special election in 2011. A summary of the expenditures are listed below. Advertising & Promotional 55,051 Contractual/Professional 287,454 Counties & Municipalites 6,002,093 Office Expense 304 Personal Services 24,442 Post and Frieght 133 Printing and Binding 427,861 Routine Maint Contracts 12,375 Travel 11,929 Total 6,821,642 Cost per election (6,821,642/2) = $3,410,821 Total is divided by two because the total includes the primary and general election.

If "None of these above" never wins an election for statewide office then there will be no additional cost to the state.
