Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to include school-sponsored and community sporting events into the county crisis management plan thus creating protocols set forth at a county level for sports injuries occurring on school property. The State Board of Education would be required to promulgate such rule which would include the requirements of sports injury protocols, a date by which schools must file their plans to the respective county boards of education (no later than August 1, 2014).

Explanation of above estimates (including long-range effect):


There has been a "Crisis Response Template" created by WVDE, WV School Building Authority and WV Division of Homeland Security and Emergency Management (WVDHSEM). The "Crisis Response Template" was approved by the WV Board of Education in their December 2011 meeting. All county schools' Crisis Response plans must be written before August 2013 for their own district. The sports injury plan (tab) could be developed and incorporated into the existing Crisis Response Template through in-kind support from WVDE, RESA, WVSSAC, SBA and WVDHSEM. County Boards of Education are currently setup to manage county level policies and protocol which include sporting events. The state currently has processes in place to support the actions of this bill without additional cost.
