    We are unable to submit a fiscal note for the following reasons:
    
    1) There is no agency to register or categorize who is required to maintain a registry as a precious metal dealer;
    
    2) There is no specific detail of how the information required in the permanent book is to be electronically transmitted to the WVSP or the type of information.
    
    3) The WVSP has no mechanism where all law enforcement agencies in the country would have secure access to a database of this information.
