3. Explanation of above estimates (including long-range effect):
The costs to construct an approximate 12 mile four-lane highway from Mile Post 3.32 to Mile Post 44.32 is: Engineering $ 60,000,000 Right of Way Acquisition 84,000,000 Construction 228,000,000 Total $372,000,000 The cost equates to approximately $31,000,000/mile. The high cost is due to the mineral rights the DOH would need to acquire and the vast amount of earthwork that would be required to improve this highway to a four-lane facility. |

In addition to the costs, it is estimated that it would take approximately 12 years to construct this highway provided that funding is secured and no extenuating issues arise (environmental, historical). It should also be noted that the $372,000,000 is based on today's cost. |
