Fiscal Note Summary

Effect this measure will have on costs and revenues of state government.

    SB477 establishes the Exotic Animal Act under WV Code 20-9-1, giving
    the WV Division of Natural Resources (DNR) authority to regulate
    exotic animals. The Department of Agriculture (WVDA) will not be
    responsible for day-to-day enforcement of this legislation. However,
    the WVDA will provide support to DNR by responding to any diseases
    in exotic animals which may be transmitted to or pose a threat to
    the agricultural industry of the state, including domestic animals
    and/or livestock.

3. Explanation of above estimates (including long-range effect):
    Under the day-to-day operation and enforcement of the Exotic Animal
    Act, the Department of Agriculture (WVDA) will not incur any
    expense, nor generate any revenue for the Exotic Animal Fees Fund
    established by this legislation. In the event disease was detected
    in an exotic animal(s), WVDA would incur expense for the disease
    outbreak response and follow-up surveillance. This expense would
    include personal services for field and laboratory staff time,
    travel, supplies, contracted services (equipment rental, disposal
    fees, etc.), indemnity to owners of affected livestock (if any), and
    other costs associated with an emergency response. The total cost
    would vary with the severity and duration of the disease response
    activities.
