Effect this measure will have on costs and revenues of state government.
Senate Bill 145, if enacted, would allow students who are required by public higher education institutions to have health insurance coverage and have health insurance independent of the institution to opt out of the institution’s coverage by providing appropriate documentation. After the waiver is granted, silence upon the student’s part could not be construed as an assent either to permit the institution to include that student under its insurance coverage or to collect a fee associated with that coverage.
Because no institutions currently provide and assess students for health care coverage if they do not confirm that they have insurance independent of the institution, no fiscal impact is anticipated from the enactment of this bill.
