    H.B. 4396 should have no additional impact on costs and revenues of State government provided that the following occur:
    
    
    WV Legislature continues to annually appropriate $100,000 in the DMAPS - Office of the Secretary Budget for the purposes of paying out this benefit.
    
    Number of firefighters, EMS providers, and Law Enforcement Officers killed in the performance of his or her duties does not increase compared to the past two years.
