This legislation should not have an impact on costs and revenues of state government. The purpose of this bill is to allow the West Virginia National Guard to reorganize the Morale, Welfare, and Recreation program to benefit the West Virginia Army National Guard. It will eliminate geographic restrictions found in the current West Virginia Code.

Memorandum
This bill will allow more flexibility for operations benefiting the West Virginia National Guard beyond current limitations of this West Virginia Code section to the Camp Dawson location only.
