Effect this measure will have on costs and revenues of state government.
The current budgeted manpower of the WV State Police is 699. In order to reach a count of 800 positions by July 1, 2016,25 new trooper positions will need to be funded each of the next three fiscal years and 26 trooper positions the fourth year.
For each class of 25, the first year cost for each class is $2,822,259. The second and thirds year cost is $1,679,958 and $1,728,752 respectively. The first cost is higher due to the training cost (approximately $8,991 per trooper) and the cost associated with properly equipping additional troopers with a patrol car and related equipment - approximately $48,566 each.
Increasing the overtime/supplemental pay from $236 to $500 will allow the WV State Police to increase the number of compensable hours a sworn member may receive in overtime compensation. The current rate of $236 per month has not been adjusted since 1990 and therefore has not kept pace with the across-the-board increases which diminishes the amount of compensable hours that can be worked.
The annual recurring cost for this increase is $2,301,189.

There will be an unknown cost for replacing 101 patrol cars and equipment on a cyclical basis. At current contract price, a minimum of $2,710,638 additional funding will be needed to replace 101 cars no less than very four years.
Eight hundred troopers is an arbitrary number and does not guarantee the efficient operation of the WV State Police nor does it establish any type of minimum or maximum level of security afforded to the citizens of West Virginia.
In section 15-2-5 (g) "strike-thru" language indicates increasing the supplemental pay from $236 to $500 monthly. However, the summary "NOTE" at the end of the legislation states "members of the West Virginia State Police shall receive a $580 salary increase at the end of two years of service". This is longevity pay and not supplemental pay. This proposed legislation nor does the fiscal note address any change to longevity pay (15-2-5e).
