Effect this measure will have on costs and revenues of state government.


The WVDOC cannot predict how many additional inmates would be sentenced to our custody as a result of this legislation or the exact impact on average lengths of stay for sex offenders convicted of this crime in addition to the base charge. However, for each additional year the state has custody of such an offender, the state can expect a cost of $23,674 per year they are incarcerated (average cost per inmate in FY 2011). For example, an offender that is incarcerated for 3 additional years under the first offense provision would cost the state $71,022.
