Effect this measure will have on costs and revenues of state government.
This bill would require each birthing facility licensed by the Department of Health and Human Resources to perform pulse oximetry screening for congenital heart defects on every newborn in its care, a minimum of 24 hours after birth.
This bill is expected to only have a minimal fiscal impact on WVCHIP for the following reasons: 1) WVCHIP reimburses birthing facilities under a Prospective Payment (PPS) methodology using Diagnosis Related Groups (DRG), as such costs of this procedure are included in the payment under DRGs; 2) WVCHIP covers very few newborns, approximately 136 last year, and many of these newborns are not covered (because of application processes) at the time of their births.
If later it is determined that DRG rates need adjusted, the additional costs using estimates developed by the American Academy of Pediatrics of $5 to $10 per newborn for pulse oximetry, the total fiscal impact for 136 newborns is estimated to be between $680 and $1,360 per year (at current enrollment levels).
