Effect this measure will have on costs and revenues of state government.

    
    As of FY 2011, the WVDOC had only one inmate incarcerated for Purchase or Sale of a Child. However, for each additional inmate sentenced if this bill becomes law, the state can expect a cost of $23,674 per year they are incarcerated (average cost per inmate in FY 2011). Offenders in WVDOC custody serving 1-10 year sentences typically discharge their sentence after 5 years (23,674 x 5 = $118,370), as opposed to the typical 1.5 year stay with a 1-3 year sentence, if they do not receive parole earlier.
