This Fiscal Note request seems to have been sent to the DEP in error. The bill is to create a tax credit for composting trash and amends sections of the tax code (Chapter 11), not the environmental code (Chapter 22). There is nobody at DEP who is capable of assessing this matter with an eye toward its fiscal effects on State government.
