Effect this measure will have on costs and revenues of state government.

    The WVDOC does not record statistics on the number of misdemeanor graffiti offenses so we are unable to predict how many additional inmates may be sentenced to our custody as a result of this proposed legislation. However, for each additional inmate sentenced if this bill becomes law, the state can expect a cost of $23,674 per year they are incarcerated (average cost per inmate in FY 2011). Offenders serving 1-3 year sentences in WVDOC custody typically discharge their sentence after 1.5 years (23,674 x 1.5 = $35,511) with good time.
