    THE ONLY INVOLVEMENT IN THIS MEASURE BY THE DEPARTMENT OF VETERANS ASSISTANCE CABINET SECRETARY WILL BE TO CERTIFY THAT A NATIONAL GUARD MEMBER OR RESERVIST HAS SUFFERED A HUNDRED PER CENT TOTAL AND PERMANENT SERVICE-CONNECTED DISABILITY. THIS WILL BE DONE AFTER RECEIVING INFORMATION FROM THE US DEPARTMENT OF VETERANS AFFAIRS.
