Effect this measure will have on costs and revenues of state government.

    The purpose of this bill is to authorize the Director of the Public employees Insurance Agency to promulgate rules for underwriting requirements for nonstate employers which participate with the agency.
    Passage of this bill would strengthen eligibility and participation requirements in regards to nonstate employers. This would add to the financial stability of the program.
    There would be no substantial fiscal impact associated with passage of this bill.
